ICIP Project Manager
Elka Pacheco is the ICIP Project Manager. She is responsible for overseeing all ICIP Projects throughout the City of New York. She is responsible for tracking all Construction Manager/General Contractors and their subcontractors\’ documentation forcompliance with the workforce reporting requirements of Executive Order No. 50. She is also responsible for assisting the Principals in tracking all ICIP Projects and updating Program Changes

Christine Zegarelli: Executive Assistant
Christine Zegarelli is the Executive Assistant to the Principals and Office Manager. She is responsible for correspondence review and letter writing. Her responsibilities include the scheduling of appointments and overseeing that staff responsibilities are coordinated on a timely basis. She also takes minutes at staff meetings and handles most communication responsibilities, including employee manual interpretation and review.
Marcella Fraser : Project Manager
Marcella Fraser is a Project Manager and the Analytical Specialist for Crescent. Her responsibilities include auditing payroll records and wage discrepancies on projects related to the various prevailing wages. She is also part of the budgetary staff that reviews Crescent\’s budget on a yearly basis.
Doreen Taveras: Director of Programs & Development
Doreen Taveras is the Director of Programs & Development and responsible for overseeing and coordinating client based, technical assistance, and community outreach programs. Her responsibilities include interacting with all sub-consultants on special programs as well as responsible for new business development and client interface. She is in charge of creating new client based services and working with Senior Staff on new program implementation and reporting.
P. Angelique Morrison: Senior Project Manager
Angelique Morrison is a Senior Project Manager and responsible for the day to day operations of our New Jersey and Washington DC Operations. her responsibilities include Client interface, New Business Outreach, workforce training programs, as well as the day to day management and tracking of correspondence intake, monitoring the AA/EEO requirements and generating project reports. She is also responsible for reporting and meeting with the Principals on all projects as well as researching and developing New Opportunities in other states.
Luis Munoz: Senior Project Manager
Luis Munoz is a Senior Project Manager and assigned to the most Intensive AA/EEO Requirement Projects. His responsibilities include the day to day management and tracking of correspondence intake, monitoring the AA/EEO requirements on various projects and generating project reports. He is also responsible for assisting the Principals in teaching staff of the various Program Requirements and Reporting Procedures and is part of the advisory staff that sets the directive for Crescent.
Michael Arroyo: Senior Project Manager
Michael Arroyo is a Senior Project Manager and responsible for the day to day management of the AA/EEO requirements on various projects. He is the Key Contact on the HPD Projects and various Community Initiative Programs associated in the Bronx. He is also responsible for assisting staff with completing and reviewing reports.
Carlos Espinell: Project Executive
Carlos Espinell is the Company\’s Project Executive. He is the Project Manager for a major project at Battery Park City, as well as Chief of Staff to ensure that project reports are submitted on a timely manner and project requirements are being met. He is also responsible for assisting staff on reports, forms, formulas, and the Department\’s databases. He is part of the reporting procedures staff that reviews and helps improve reporting procedures.
