The Bronx Terminal Market project is a redevelopment of 16.5 acres of a former food/produce market and the Bronx Men’s House of Detention into one million square feet of retail space and a multi-level parking garage structure accommodating 2,600 vehicles. There are two 500,000-square-foot multi-story “big box” retail buildings and other smaller buildings used for small & medium retail space as well as restaurants. This retail development was broken into five separate project phases each having their own set of complex reporting procedures to the various government agencies. Crescent worked closely with the local officials and community organizations to assist the local community with subcontracting and employment opportunities through coordination and marketing of community outreach events, local resident job fairs and assisted with the drafting of a Community Benefits Agreement (CBA) incorporating workforce training and employment opportunities for Bronx residents.
Crescent administered the NYC Executive Order 50 requirements and the CBA Local Community Initiative on this project. Crescent was successful in achieving 15% M/WBE participation by assisting with the preparation of Bid List for professional services, general conditions, exterior and interior trades, site work and maintenance to include Bronx-based businesses as well as minority and women contractors. Through the collaborative efforts, the project team was able to utilize and award 39% of the construction contracts to Bronx-based businesses. Within the Workforce Initiatives, Crescent’s daily responsibilities included analyze and submit the Construction Employment Report and required documents throughout all five phases as well as turn-key projects.
